During a gathering in Bihar on Thursday, Prime Minister Narendra Modi delivered a compelling message aimed at the international audience, seamlessly switching from Hindi to English to enhance the global reach of his statement. He asserted, "From the heart of Bihar, I want to express to the world that India will locate and hold accountable every terrorist, along with those who support them," his comments resounding just 48 hours following the terror incident in Pahalgam. India contends that the Pakistan military may have played a role in orchestrating the attack. "We will chase them to every corner of the globe... The spirit of India will remain unshaken, and terrorism will be dealt with severely. We are committed to ensuring justice is served. The entire nation stands united in this commitment, and we have the support of all those who uphold humanity," stated the Prime Minister.

He asserted, "I want to make it abundantly clear that those terrorists and the individuals behind this assault will face repercussions beyond their worst fears," Mr. Modi declared emphatically. While the warning was significant, his transition to English in Madhubhani, Bihar, drew considerable attention. This shift has been interpreted as a strong indication that India will not passively accept this vicious attack, highlighting the potential for consequences and making it clear that the terrorists are on alert. The message in English also expressed gratitude to various nations including the European Union, the United States, Israel, Russia, and China for their solidarity in condemning the Pahalgam incident. Following the tragic event that resulted in the deaths of 26 individuals, including tourists and locals, which transformed the scenic Baisaran Valley into a scene of violence, India has initiated a series of measured responses. Actions include the suspension of the Indus Waters Treaty, a crucial 65-year-old agreement regarding the shared water resources of the Indus River system, vital for Pakistan’s economy.

The Prime Minister, who was in Saudi Arabia when the attack occurred, returned the following day while avoiding Pakistani airspace. He has conducted numerous meetings to evaluate the security dynamics in Jammu and Kashmir and to strategize India's possible responses, which may still encompass military action. In the immediate aftermath of the attack, Mr. Modi pledged retribution against those responsible, both the gunmen and the orchestrators, declaring that he would not allow the malicious agenda of terrorism to prevail. He reiterated in a post on X, “Those responsible for this despicable act will face consequences... their malevolent agenda will not succeed. Our determination to combat terrorism is unwavering...”

The Resistance Front (TRF), which is linked to the banned Pakistan-based Lashkar-e-Taiba terror organization, has claimed responsibility for the assault. It is believed that operatives from this group likely crossed over from Kishtwar in Jammu, making their way to Baisaran via Kokernag in southern Kashmir.
